HIMSS and Ministry of Health of Türkiye Partner to Advance Digital Health Transformation

In a significant step toward advancing digital health transformation, HIMSS and the Ministry of Health of Türkiye signed a Memorandum of Understanding on March 4 at the 2025 HIMSS Global Health Conference and Exhibition in Las Vegas.  

This agreement marks a strategic collaboration focused on enhancing Türkiye’s healthcare landscape through the deployment of HIMSS Maturity Models, HIMSS events and the HIMSS Turkish Community. 

The MOU was signed by HIMSS President and CEO Hal Wolf and Associate Professor Dr. Şuayip Birinci, Deputy Under Secretary of the Ministry of Health of Türkiye. This partnership highlights a shared commitment to leveraging digital health frameworks to elevate the quality, efficiency and safety of healthcare delivery across the country. 

Under this agreement, the Ministry of Health will actively promote the adoption of HIMSS Maturity Models, including EMRAM, C-COMM, CCMM, AMAM, DIAM and INFRAM. These models, exclusively developed and deployed by HIMSS, will support public health providers in achieving the digital transformation targets outlined in the second phase of Türkiye’s Health Transformation Program. 

To drive adoption and awareness, the Ministry of Health will implement initiatives, including regional workshops and training sessions to highlight the benefits of digital maturity and to demonstrate how HIMSS maturity models support patient safety, quality and operational efficiency. The ministry will also introduce incentive mechanisms to encourage hospitals to participate in the Digital Transformation Programme.  

As part of this collaboration, HIMSS will recognize healthcare providers that achieve Stage 6 and Stage 7 validations on its maturity models, reinforcing the value of digital maturity in delivering high-quality healthcare services. The Ministry of Health of Türkiye has outlined a timeline for the implementation of its Digital Transformation Program, aiming for comprehensive and effective execution between 2025 and 2027. 

Through this collaboration, HIMSS and the Ministry of Health are creating a future where digital transformation is at the core of patient-centered care.
